Description:

Essential Functions:Accurately collects and transmits observational data related to vehicle occupant seat belt usage.Responsible for meeting quality, accuracy, completeness, and timeliness standards.Maintains at least an 80% observational reliability rate throughout the survey assignment.Demonstrates knowledge of survey methods, requirements, and safety measures.Manages data collection schedule for the assigned county/counties adhering to NHTSA and Kansas Department of Transportation survey requirement guidelines.Demonstrates the ability to read county and city maps to locate specific road segments where actual observations occur.Makes appropriate travel and lodging arrangements as specified by the Data Collection manager.Takes full responsibility for survey materials, including tablet computers, coversheets/notebooks, maps, safety equipment, etc.Updates all site maps, documents location changes, and maintains communication with the Data Collection manager regarding the safety and observability of each site while in the field.Adheres to all safety requirements.Position requires the employee to be able to regularly drive to various observational sites throughout the day, including early morning or evening hours. Specific hours and days of the week vary depending on observational site sample.Position requires recording observations while outdoors in various weather conditions.Education, Experience, and Licensure:Requires a high school diploma or General Education Degree.Prior experience with direct observation survey assignments or law enforcement background preferred.Must possess a valid state Driver's License, in-force automobile liability insurance, and maintain a Motor Vehicle Record (MVR) that meets the organization's insurability standard as defined by DCCCA policy. Availability of reliable transportation is required for this position.Knowledge, Skills, and Abilities:Requires overall computer knowledge and proficiency with the following:Computerized database programsSpreadsheet programsWord processing programsRequires the ability to efficiently operate office equipment such as:Computerized e-mail systemsCalculators, copiers, fax machinesTelephones and voicemail systemsEffective listening, oral, and written communication skills, including face-to-face, on-site, in-person discussions.
